- f:      frequeny range of interest
- eps_r:  eps_r infinity
- kappa:  conductivity (losses)
- eps_Delta: (vector) delta of relative permitivity
- t_relax:  (vector) relaxation time (losses)

return:
- eps_debye:    the complex relative permitivity
